Road Race Traffic Advisory for Sunday, March 27th
[Traffic Advisory] Mayor Harry Tutunjian announced road closures in downtown Troy this Sunday March 27th for the RPI Tour de Troy, which is a sanctioned USA Cycling Tour event. Races start at 8:30 AM and the events are scheduled to end at 4:30 PM. Closed Streets starting at 6:45am:
- River Street - 1st Street to Fulton Street/3rd Street
- Fulton Street - 3rd Street/River Street to 4th Street
- 4th Street - Fulton Street to Broadway
- Broadway - 4th Street to River Street
- 2nd Street - State Street to Broadway
- State Street - 1st Street to 2nd Street
- 1st Street - River Street to State Street
- 3rd Street - Fulton Street to Broadway
Perimeter streets to the race course may be barricaded in some cases. However, access to downtown churches and to the Arts Center of the Capital District will be permitted. Parking for the Arts Center will be located in the Front Street parking lots.
Traffic assistance and control will be provided by the Troy Police Department and the RPI Cycling Club. A map of the race course is below.

Homebuyer's Incentive Program

Grant funds will be provided to low/moderate income first-time homebuyers, to assist with down payment or closing costs for the purchase of a home located within the City of Troy boundary lines.

Troy Pig Out and Farmer's Market Advisory
[Advisory] Mayor Harry Tutunjian advised travelers to Troy to be aware of traffic changes for this weekend’s Troy Pig Out and Troy Waterfront Farmer’s Market.
“The Collar City is the place to be this weekend. From professional barbecue and fresh, locally grown produce to the free Powers Park concert, there’s lots of opportunities to enjoy Troy,” said Mayor Tutunjian.
Front Street from River Street to the old City Hall, as well as the Front Street parking lots, will be closed all weekend starting at 7 AM Saturday morning and scheduled to reopen at 5 PM Sunday evening.
River Street between 3rd Street and 1st Street, Broadway between 3rd Street and River Street, and the Franklin Street Alley at State Street will be closed Saturday from 6 AM through 3 PM.
Second Street between State Street and Broadway will be closed Saturday from 6 AM through 3 PM but will be open to local residential traffic.
Parking for this weekend’s events will be available anywhere there is on-street parking, including surface lots, in addition to the following:
- Uncle Sam garage located at the corner of Fourth Street and Fulton Street

Parking lot on the north side of the Green Island bridge next to the River Street entertainment district

State Street garage located at the intersection of Front Street and State Street

Mayor Announces Public Meeting for Riverfront Park Redevelopment
[Public Meeting] Mayor Harry Tutunjian today announced the city will be holding the first of several public meetings on the redevelopment of Riverfront Park. The consultant – W Architecture – will be presenting preliminary design alternatives for the park. “An inviting public space like Riverfront Park is a key component of economic development, attracting visitors to Troy, and enhancing river access for boaters to bring more people to our shops and restaurants downtown,” said Mayor Harry Tutunjian. “Additionally, improving Riverfront Park improves the quality of life for all of our residents and I encourage everyone to attend this meeting.” The meeting will be held next TUESDAY JULY 13TH at 6 PM in the ITALIAN COMMUNITY CENTER.

City of Troy - 2010 Hydrant Flushing Program
[ADVISORY] The City of Troy hydrant flushing program will be conducted Monday, April 26, 2010 through Thursday, May 4, 2010. Customers may experience temporary discoloration in their water and possible reduced water pressure during these flushing operations. They are also advised to avoid washing clothes when flushing is taking place in their area. Mayor Announces 'Hook A Kid On Golf' Program
[Special Announcement] Mayor Harry Tutunjian announced that Troy’s Frear Park Golf Course will be the site of an effort to get kids involved in a sport that they might not otherwise have the opportunity to learn or play. “Hook A Kid On Golf” is a week-long clinic that will be held at Frear Park Golf Course in Troy beginning July 12th for six consecutive weeks. Interested supporters can sponsor a child for $135.
“An old adage says ‘golf is a good walk spoiled’, which may be true. It’s also a game that teaches patience, focus, and concentration; things that are good for kids to learn,” said Mayor Tutunjian. “We are proud to bring ‘Hook A Kid On Golf’ to historic Frear Park Golf Course and urge Troy’s kids to take a shot and learn the game from community leaders this summer.”

Mayor Announces Dates for "Alamo Saturdays"
[Public Information] Mayor Harry Tutunjian announced the dates for “Alamo Saturdays” where residents can bring their trash for spring clean up.
“The guys in our sanitation department work extremely hard to keep the streets of Troy clean but we can always use the effort from residents when it comes to keeping our neighborhoods and alleys free of debris,” said Mayor Tutunjian. “This has been a popular and successful option for residents to take advantage of and I’m happy to announce that for the seventh year in a row the Alamo will be open.”
The Alamo is used as a drop off for residents wishing to get rid of excess amounts of trash, and other debris that may be around their house or neighborhood. It is located across from the Rensselaer County Jail in South Troy, off of Main Street.
It will be open every Saturday in April and May from 7 A.M. to 2 P.M. From June to November, it will be open every third Saturday of the month.
The Alamo is open to Troy residents only, and those using the facility are asked to bring some type of identification with them. The City of Troy will NOT accept the following items: renovation material, construction debris, hazardous materials, and paint cans. There will be a charge of $3 per tire for residents who wish to get rid of old tires.
Additionally, Tutunjian reminded residents that at City Hall, there are bins where residents can drop of fluorescent light bulbs and all batteries except car batteries. Those bins can be located just inside the rear door of City Hall, off of the parking lot. (download press release)

Spring Street Cleaning Schedule
[Public Information] The Department of Public Works has scheduled nine (8) weeks of street sweeping for the City of Troy. I have included the schedule for the next nine (8) weeks attached to this letter. Subsequently, the two (2) week schedule will be posted in the Troy Record every Saturday.
In order for the City of Troy to be cleaned properly and efficiently, everyone’s cooperation is being requested during this nine (8) week program.

Rock N Soul Concert at Powers Park
[Special Annoucement] Due to rainouts of the previous weeks shows at Powers Park, the city of Troy has scheduled a full day of music on September 5th. Rockin on the River
[Media Advisory] Tonight's Rockin' on the River has been moved inside due to the threat of bad weather. The concert will be held at Revolution Hall, located at 425 River Street in Troy, one block from the original outdoor river front location from 5:00pm - 8:30pm. This is still a completely free show and is open to all ages. Tonight's headliner is 80's tribute band Aquanet, and promises to be a wonderful evening of free music and fun in the City of Troy.

Weekly camps will include Culinary Lessons, All Sports, Swimming Lessons, Nutrition, Arts ‘n Crafts and various Field Trips. The Plan will cover the 2010-2014 period and will identify the City's priorities for allocating grant funds. Notice of proposed project funding City of Troy Consolidated Plan 2009-2010 program year and notice of 30-Day public comment period and notice of City Council public hearing.
[Public Hearing] Notice is hereby given that the City of Troy, New York proposes to fund the following projects in its One Year Action Plan (OYAP) for the 2009-2010 Consolidated Planning program year that begins on July 1, 2009. Consolidated Planning funding includes Community Development Block Grant (CDBG) funding, Emergency Shelter Grant (ESG) funding, and HOME Program funding. The Troy City Council will approve the final spending plan at its regular Council meeting on Thursday May 7, 2009.
In addition, the Troy City Council will conduct a public hearing on Thursday, April 16, 2009 at 6:00 PM in the City Council Chambers (2nd floor, Troy City Hall) to receive public comments regarding the proposed spending plan. This public hearing will be held during the statutory 30-day public comment period that begins on Monday, April 6, 2009 and ends on Tuesday, May 5, 2009. All residents, property owners, and other stakeholders of the City of Troy are invited to attend the public hearing and/or submit written comments or questions regarding the draft One Year Action Plan to the Department of Housing & Community Development located at City Hall, One Monument Square, Troy, NY 12180.

A Call for Implementers (RFP) for the 2009-2010 Program Year
[Public Information] Mayor Harry Tutunjian Announces a call for implementers (RFP) for the 2009-2010 Program Year, Community Development Block Grant Funds (CDBG), Emergency Shelter Grant Funds (ESG), and HOME Investment Partnership Funds.
The Call for Implementers will ask for proposals from consultants, City departments, neighborhood organizations, public service agencies, and others to carry out priority projects and programs that will result in the benefit to low and moderate income persons or areas, the homeless or the elimination of slums and blight. The RFP will categorize all programs or projects under the primary goals of the HUD national objectives, which are Neighborhood Livability, Decent Housing and Economic Development as outlined in the Request for Proposal and in the 5-Year Strategic Plan of the Consolidated Plan.
Request for Proposals (RFP) along with applications and instructions will be distributed on Friday, January 23, 2009. All documents will be available at City Hall in the Housing and Community Development Department, third floor and at the Troy Public Library or downloaded from the City web site www.troyny.gov

Live Fire Calibration Testing of ShotSpotter Technology
[ADVISORY] The Troy Police Department is asking the local media outlets to get the word out to the TROY community that we will be conducting LIVE FIRE calibration testing of our ShotSpotter technology tonight Tuesday 12/30/08 between the hours of 10PM and Midnight. We do not want to cause anyone any undue stress from firearms being discharged without notice.

[Public Hearing] Notice is hereby given that the Department of Housing & Community Development of the City of Troy, New York will conduct a public hearing at 6:00 PM on Wednesday, January 14, 2009 in the City Council Chambers on the second floor of Troy City Hall, to solicit public comments concerning potential projects and outcomes for the City of Troy's Consolidated Planning grant funding for the 2009-2010 program year that begins on July 1, 2009. Consolidated Planning grant funding includes Community Development Block Grant (CDBG) funding, Emergency Shelter Grant (ESG) funding, and HOME Program funding. All Troy residents and taxpayers, as well as neighborhood organizations, businesses and other stakeholders in Troy, are invited to attend this public hearing and speak regarding the targeting of 2009-2010 Consolidated Planning funds.
At the public hearing, the Housing & Community Department will accept public comments concerning the Department’s draft outcomes for the 2009-2010 Consolidated Planning year. Comments concerning other desired outcomes in the Strategic Plan, priorities for outcomes, and/or funding targets for the outcomes or categories of outcomes will be accepted. Copies of the Department’s draft outcomes for the 2009-2010 program year are available in the Department of Housing & Community Development Department on the third floor of Troy City Hall (ask for Timothy Mattice), Copies will also be available at the public hearing.
A Call for Implementers (RFP) will be developed after consideration of comments received at this public hearing. The Call for Implementers will ask for proposals from consultants, City departments, neighborhood organizations, public service agencies, and others to carry out projects in the 2009-2010 program year that will result in desired outcomes found in the Strategic Plan of the Consolidated Plan.

Public Meeting Scheduled For Congress-Ferry Street Development
[Public
Meeting] - The City of Troy will hold a public meeting on Tuesday, November 11th at 6:30 p.m. at the Italian Community Center to discuss the latest plans for development for the Congress-Ferry Street Corridor.
The City of Troy has hired Saratoga Associates to complete the design for the entire corridor, a project that has been more than four years in the making.
“This has been a project that has had many stumbling blocks, and tested the patience of many people,” Mayor Harry J Tutunjian said Friday. “A significant number of people have been working extremely hard on the Congress-Ferry Street redevelopment, and though it has taken longer than anyone hoped or expected, the potential still exists, and we hope that residents will come out Tuesday and voice their opinions about what they would like to see.”
The $6 million road reconstruction project is targeted for a late spring/early summer beginning. The City is hoping that the economic development end of the project will begin shortly thereafter. The United Group of Companies remains the selected developer for the corridor.
“Though the road reconstruction and development piece are essentially two separate projects, I do not think that ten years from now either will be considered a great success without the other,” Tutunjian said. “Feedback from all parties has gone into each project, and we remained excited about the possibilities.”
Saratoga Associates will run the public meeting, which will consist of an update of where the Master Plan for the corridor stands, as well as break out groups to collect data on what the residents and businesses owners of Troy would like to see in the corridor.

Troy Homes Project - Phase II

Information] The city of Troy is seeking HUD
income eligible; bank pre-approved homebuyers that
are interested in purchasing a new single family
home in the city of Troy.
Interested homebuyers must meet the following requirements
to be determined eligible to participate:
- Attend required Troy Homes workshop on September
30, 2008 at 6:00PM
- Must have an annual household income at the time
of application and closing at or below 80% of the HUD
median income.
- Must be pre-approved by a bank and obtain a mortgage
pre-approval letter.
- Must have no more than 15% of total gross monthly
income paid towards interest bearing household debt,
(i.e. credit cards, auto loans, personal loans, and
student loans.
- Must have good credit with a minimum credit score
of 650.
- Must be current with creditors
- Must have a minimum of $750.00 in personal savings.
Eligible applicants will have their names placed in
a lottery pool. Names will be randomly selected by
lottery at 10:00a.m on November 6, 2008, City Hall
second floor council chambers.
The city of Troy will conduct a Troy Homes workshop
at City Hall on September 30, 2008 at 6:00p.m in the
second floor council chambers to discuss program requirements,
financing, and to provide general information.

Water Advisory: Discoloration Could Continue Through The Week
[ADVISORY] Throughout
this week there has been a minor discoloration in the
drinking water supplied by the City of Troy. The slight
discoloration is a result of minute elevated levels
of dissolving iron and manganese from the Tomhannock
Reservoir.
“There is absolutely no health risk involved
with this discoloration,” Mayor Harry J Tutunjian
said Thursday. “There is no need to boil water,
and the water department is working to fix the problem
as we speak.”
Officials said that the discoloration could last up
to a week, as they work through what amounts to a natural
occurrence. The water is continually tested and does
meet state guidelines. Should any change occur, the
City will alert the media immediately. Any help the
media can give with the distribution of this notice
is greatly appreciated.

Citywide Reassessment
[Important
Information] Mayor's Weekly Message July 11,
2008
During the State of the
City speech earlier this year, I announced that the
City of Troy would be pursuing a revaluation for the
first time since 1972.
I want everyone to know that I did not make this decision
without weeks of contemplation. Unfortunately, we have
come to a point where we cannot wait any longer. The
intent of conducting a citywide reassessment is to
have the City’s Assessment Roll be both fair
and equitable, a point we are not near today.
A revaluation does not increase the amount of taxes
collected; the purpose is to have the tax burden redistributed
fairly.
As I said earlier this year, because we have not commissioned
a revaluation in such a long time, our equalization
rate has suffered. A lower equalization rate can negatively
influence how much is allowed under STAR exemption
amounts; how much of the county tax burden the City
bears; how much the City residents pay in school taxes
compared to the other towns within the school district,
and the way state aid for schools is determined and
distributed.
Earlier this week, we scheduled a meeting with the
New York State Office of Real Property Services to
help explain the process
of a revaluation. The informational
meeting was held primarily for the city council members
to attend. Certainly the public was welcome, but the
main purpose was for council members to have a one
on one interaction with representatives the State Office
of Real Property Services.
Since raising the issue at my State of the City address,
many questions were raised by council members. I felt
it was important to have a forum where they could ask
the professionals their questions. Hopefully, they
would then be able to become more informed and share
the information with their constituents. The meeting
was scheduled with permission and consent of the Council
President nearly two weeks ago. Press releases were
sent out days in advance to all media outlets. Informational
packets were mailed to council members as well.
This was only the first step. There will certainly
be more public meetings that I am sure many residents
will attend.
As a matter of attempting to keep the public updated
on the revaluation, we will be making updates to the
City website.

Hydrant Flushing Program
[ADVISORY] The
City of Troy hydrant flushing program will be conducted
Monday, April 14,
2008 through Tuesday, April 22, 2008.
Customers may experience temporary discoloration in
their water and possible reduced water pressure during
these flushing operations. They are also advised to
avoid washing clothes when flushing is taking place
in their area.
Water main and hydrant flushing will be completed
during the regular working hours with the exception

Mayor Invites Public to Participate in the North Central Troy Opportunity Area
Public Meeting

Meeting] - Mayor Harry Tutunjian
of the City of Troy is extending an open invitation
for local residents and business owners to participate
in the development of the City’s locally based
planning initiative for North Central Troy. Public
Community Planning and Charette workshops will be
held in the Rainbow Room (851 River Street in Troy)
offering hands-on participation as part of the development
of the 2008 North Central Troy revitalization plan.
The plan is being prepared with funds from a grant
provided by the NYS Department of State in accordance
with the Brownfield Opportunity Area (BOA) Program.
With the Technical and Steering committees established,
and data gathering phase near completion, the public
visioning process can begin.
The Project Introduction and Discussion will be held
on Wednesday, April 2 from 6:30 p.m. until 8:00 p.m.
at the Rainbow Room. Community Planning and Charette
workshops will be held on Wednesday, April
23 and Wednesday,
May 7 from 6:30 p.m. until 8:30 p.m. at a location
TBA. The Community Planning and Charettes sessions
will provide an opportunity for members of the community
to participate in one of several working groups. Each
working group will be facilitated by a member of the
technical committee, consisting of the City of Troy,
NYS Department of State, The Hudson Group, LLC and
Barton and Loguidice, P.C. and will focus on a particular
set of design challenges beginning with discussion
and proceeding into conceptualizing ideas for physical
improvements in North Central Troy. Each working group
will then present their visions and ideas for comment
to the rest of the participants at the close of the
session.
No technical expertise is required of public participants.
A Technical Committee member will moderate, advise
and provide the necessary graphic presentation skills.
All the graphic art supplies required for the charette
will be provided by the Consultant Team. Base mapping
of the North Central Troy area will be generated in
multiple forms and will be provided to each working
group.
A summary of the results of these Community Planning
and Charette Workshops will be presented at a later
date to the public, and attendees will have the opportunity
to review and comment on the ideas presented.
