Parking in Downtown Troy
The City of Troy has made great strides in the economic
development, revitalization and rebirth of its downtown.
Continued success relies heavily on the ability to provide
adequate parking. As we advance our efforts to attract
new business and industry to the downtown, it is essential
that we consider parking for business owners, commuters
and visitors a priority.
The City of Troy currently provides approximately 2,450
public parking spaces. The 2,450 public parking spaces
consist of 1,065 on-street spaces and 1,385 off-street
spaces. On-street parking is limited to two hours between
the hours of 9:00 a.m. and 5:00 p.m. within the Central
Business District. With the exception of the Taylor
Parking Lot, all City owned and operated parking lots
and garages require a parking permit. However, there
are parking meters available in numerous City parking
lots, most of which limit parking to two hours. Parking
is provided free at night and on the weekends at all
City lots and garages. The Taylor Parking Lot provides
free public parking at all times.
The City is currently constructing a new 300 vehicle
parking garage on Fifth Avenue. Completion is scheduled
for Fall 2003.

- A valid parking permit must be properly displayed
to park in the City's lots or garages. Failure to
do so will result in a ticket being issued by a City
Parking Enforcement Officer. NOTE: A PERMIT IS NOT
NECESSARY TO PARK AT THE TAYLOR PARKING LOT. PARKING
AT THIS LOT IS PROVIDED FREE TO THE PUBLIC.
- On street parking in the Central Business District
is available throughout the Downtown and is limited
to two hours.
- Parking is provided free at night and on the weekends
at all City owned and operated garages and lots.

Parking Violations
NYS V&T 1202.2(b)
No person shall park a vehicle in any of the following
places: On a sidewalk or within 20 feet of a crosswalk
at an intersection, unless a different distance is indicated
officially.
NYS V&T 1202.3(b)
Blocking the entrance or exit of a driveway, public
or private Within 15 feet of a fire hydrant.
—At any place that is posted by official signs
prohibiting stopping, standing or parking On any ground,
lawn or vegetated areas, public or privately owned.
—Commercial type vehicles such as house coaches,
semitrailers, dump trucks, construction equipment, cranes,
moving vans, delivery trucks with six or more tires,
boats, boat trailers and other large commercial means
of transport are prohibited from parking on city streets
on a permanent or semi-permanent basis
—Street cleaning restrictions vary by section
of the city. Check with DPW for your scheduled cleaning.
—Except where angle parking is authorized, every
vehicle stopped, standing or parked on a two-way street
shall have its right hand wheels parallel to and within
12" of the right hand curb or edge of the roadway.
Penalties
All vehicles parked in violation of the above shall
be ticketed; in addition, vehicles parked in violation
of fire hydrant regulations shall be towed by the police
at the owner's expense

Create a New Parking Space
Should you wish to pave or otherwise create a parking
area, you must contact the Bureau of Code Enforcement
at 270-4584 for information and procedures.
Handicap Sign
How do I request a handicap sign
An application for the City of Troy's Handicap Accessible
Parking Sign Program for People with Severe Disabilities
is available in the City Engineer's Office located in
Cityhall at 1 Monument Square in downtown Troy. For
more information call 270-4578 or 270-4567.
Possessing a handicap permit or handicap plates does
not insure eligibility for a handicap sign. The qualifications
for the signs are more restrictive.
How do I qualify for a handicap sign
To qualify for the program the applicant must be defined
as a severely disabled person and meet the requirements
set forth by the City of Troy. Severely disabled may
fall under one or more of the following
- uses portable oxygen;
- legally blind;
- limited or no use of one or both legs;
- a neuro-muscular dysfunction which severely limits
mobility
- an arthritic, neurological, orthopedic or another
physical/mental condition which severely limits mobility
and/or requires the use of crutches, a walker, braces,
wheelchair or prosthesis.
All applicants must comply with the following stipulations
established by the City of Troy.
- A one time fee of $135.00.
- Each applicant will be required to submit a recertification
of the doctor's diagnosis and demonstrate the continued
need for the signs every two years or the signs will
be removed.
- Application must include a copy of a valid New York
State Motor Vehicle Registration. (Applicant may request
accessible signage if they do not operate a motor
vehicle, provided that the owner of the vehicle permanently
resides with the applicant and the vehicle is used
to routinely transport the applicant.)
- No access to a driveway. The determination whether
or not a driveway exists will be verified by an on
site inspection by personnel from the Bureau of Engineering.
- If the applicant is a tenant, then a letter from
the property owner granting permission to install
the handicap accessible parking signs is required.
—Physician must (legibly) complete part III of the
application and submit diagnosis on his/her letterhead.
—Approval process usually takes 5-10 working days
—Installation usually takes 10 - 15 working days
