The Bureau of Code Enforcement administers the city's building construction, permitting and housing inspection programs. Under these programs the Bureau is responsible for the enforcement of all state and local codes as well as the city's zoning ordinance. Typical functions of the Bureau include issuance of building permits, performance of construction and housing inspections, vacant building inspections and issuance of certificates of occupancy and compliance.

Housing Complaints

The Bureau's housing inspection program follows up on housing complaints and agency requests to assure that housing units are in compliance with the City of Troy Minimum Housing Standards Code. Areas covered include space, light and ventilation, electric, plumbing, heating systems, exiting and sanitary conditions.

Building Permits

Permits are issued by the Bureau for new construction, alterations, repairs, swimming pools, siding and windows, barricades and signs. For a complete list of what requires a permit see the Homeowner's Guide to Assessments and Permits for Home Improvements

Permits that require plan review are issued on an appointment basis. Non-review permits such as barricade and siding permits may be issued on a walk-in basis. Permit fees are based on the City of Troy "Permit Fee Schedule" ( See table below).

Q. Is a permit required for a fence?
A. Yes. A permit is required for all new fences and fence replacements. The City Zoning Ordinance has specific criteria for fences such as height and location requirements. A simple site plan showing the proposed location, material, height and length is all that is required when applying for a permit.

Q. Do I need a permit for a shed?
A. Only if the shed is more than 100 sq. ft. in floor area. However, ALL sheds are still subject to the Zoning Ordinance requirement for setbacks. If you're not sure what your setback requirement is please call the bureau at (518) 270-4584.

Q. Do my plans for a building permit have to be stamped and sealed by a Registered Architect or Professional Engineer?
A. Depending on the scope of work and/or the associated construction cost, plans may have to be stamped and sealed by a design professional. Generally plans for small renovations and repairs and projects with a total construction value of less than $20,000 do not need to be stamped and sealed. If you are in doubt, please check with the bureau at (518) 270-4584.

Q. How long will it take me to obtain a permit?
A. This depends on the nature of work. Non-review permits such as barricade/excavation, siding and replacement windows can be issued on a walk-in basis. Other permits that require a plan review will take longer depending on the scope of work. Generally permits for small projects such as decks and repairs can be issued within a few days of submittal. Larger more complex project applications may take longer.
