One Monument Square Redevelopment

In 2009, the City of Troy engaged a consultant to assist with the redevelopment of the former site of City Hall and the adjoining parking structure. The redevelopment of the Monument Square site represents a singular opportunity to: 

Visually and physically enhance public access to the Hudson Riverfront, linking the riverfront and downtown;
Create a dramatic southern entrance to Riverfront Park; and,
Building a new structure(s) on part of the site.
In 2013, an RFP was sent out for the redevelopment of the site. The City of Troy selected Kirchhoff Companies and Kirchhoff-Consigli Construction to transform One Monument Square.

Once complete, the One Monument Square project will include luxury residential , retail, dramatic riverfront park access, parking for its uses and civic space. The first floor of this project will be activated by restaurant use, residential unit access and a permanent and expanded home for the Troy Waterfront Farmers’ Market.
The team has begun its planning process and hopes to break ground later in 2015, with substructure and completion of the project to occur in early 2017.

On August 24, 2016 the city engaged with residents, businesses and community stakeholders in a discussion to gather public input in an effort to ensure that the future use of the One Monument Square site meets the needs and desires of the community. Feedback from this community conversation has been utilized by the administration in the development of a new Request for Proposals which was released on December 19, 2016, with responses due on January 20, 2017 at 2:00 p.m.  The Request for Proposal/Qualifications, may be viewed below.  

As advertised, responses for the Monument Square RFP were due at 2:00pm, Friday, January 20th at City Hall. Two submissions were received.  An advisory group consisting of city staff, residents and property owners has been established to review the proposals.  

The Review Committee consists of the following members:

The Review Committee will meet on January 30th to evaluate the submissions and will be having a follow up meeting the week of February 13-17.  Additional meetings may be required. The submissions will be evaluated on Vision and Development Strategy, Relevant Project Experience, Financial Capacity and Development Team.  

The #1 ranked firm will be selected as the Preferred Development.   The Preferred Development Team will then meet with key city staff to ensure that the developer and the City are in agreement on key development issues, including but not limited to: buildable footprint, Front Street alignment, planning, zoning and historic district compliance, public safety access, utility connections, plaza location, available grants and their uses and IDA incentives. When all items are agreed upon, a Land Development Agreement will be brought to the City Council for approval.
