The Exterior Enhancement Program
The Exterior Enhancement Program aims to eliminate housing deficiencies by providing financial and technical assistance to homeowners in a designated target area. Grant amounts may not exceed $5,000.00 and can only be applied to homeowner occupied residences. If the cost of repair exceeds the grant amount, the homeowner can contribute to the balance of expenses incurred over $5,000 to complete the necessary repair.
Program availability may be limited to funding, grant cycle or type of repair needed.
This program now administered by Troy Rehabilitation and Improvement Program (TRIP) helps to promote homeownership in Troy for low-income homebuyers. Eligible applicants must have an annual household income at the time of application under 80% of the median. City of Troy Partnerships
Through a partnership between the CEO and the City of Troy, Income eligible homeowners are able to take advantage of grants to make their homes safer and more comfortable while addressing problem areas such as lack of insulation, drafty windows, a leaky roof, or even problems navigating your home due to a disability.
The City of Troy is partnering with Capital Roots and the Troy Street Tree Advisory Board to implement a tree planting program. With funding from a NYS DEC Urban and Community Forestry Grant, trees will be planted free of charge for interested residents and businesses. This year’s fall planting is scheduled for October 2016.

Landlord training is $15.00 for a four-hour workshop available to all landlords in the City of Troy. Call TRIP at 272-8289 or Troy’s Community Police at (518) 270-4689.

The Bureau of Code Enforcement’s housing inspection program follows up on housing complaints and agency requests to assure that housing units are in compliance with the City of Troy.
