ABANDONED
VEHICLES
It is illegal for any person to cause, allow or
permit an abandoned, junked, discarded, dismantled or
inoperable motor vehicle to be stored on any public
or private property located within the City of Troy.
Such vehicles must be stored behind a six-foot fence
and under cover or in a garage.
Definitions:
Abandoned: The term applies to any motor vehicles that
are unregistered, missing components or are in a physical
condition that renders the vehicle inoperable.
Storage:
Storage of unregistered motor vehicles is defined as
any unregistered, abandoned, junked, discarded, dismantled
(in whole or in part), or inoperable vehicle on any
public or private property in the city which consists
in whole or in part, of vacant land accessible from
the public street or alley upon which the vehicle has
been placed.
Penalties:
A notice of violation will be sent by Code Enforcement
to the property owner directing removal of the vehicle
from the property or a ticket to appear in Police Court
will be issued.

BUILDING
PERMITS
Building permits are required for new construction,
additions and any alterations to structures that may
affect structural components, public safety, means of
egress, electrical & mechanical systems and fire
protection equipment. Permits are also required for
wood and other solid fuel burning stoves, new siding,
fences and accessory structures. New wood stove installations
are also required to have a certificate of installation
approval issued by the Bureau of Code Enforcement. For

BUSINESS
AND PROFESSIONAL LICENSES
Does Troy license electricians and plumbers?
The City of Troy offers a Master Electrician test 3
times a year and a Plumber's Exam
yearly. Class "B" Electrical Licenses are
also available to those who are licensed
in another county and wish to do work in Troy. Call

CITY ASSESSOR
Where
may I obtain exemption application forms and when must
they be filed?
BASIC STAR exemptions are for any resident owning
property and residing on the property. All owners must
complete the application and sign it. To print out a
BASIC STAR exemption application, access the New York
State Office of Real Property Services on the web at:
http://www.orps.state.ny.us/star.
Enhanced STAR (over age 65 and adjusted gross income
minus any taxable IRA distribution for all owners must
total $62,100 or less). Please call the Assessor's office
at 270-4408.
All exemption applications may be obtained at the Assessor's
Office in City Hall, weekdays between 8:30 AM and 4:30
PM. All exemption applications must be filed no later
than March 1.
How do I challenge my Assessment?
A grievance complaint form may be filed after May 1;
but no later than Grievance Day which is the 4th Tuesday
in May. Forms may be obtained at the Assessor's Office
beginning May 1.
At what ratio is property assessed in the City of
Troy?
The City of Troy currently assesses at 23.73% of market
value.
When does my assessment change?
Assessments change as a result of new construction,
fires, demolitions and or rehabilitations.

CITY COUNCIL
When does the
City Council meet?
City Council meetings are held on the first Thursday
of every month at 7:00pm on
the second floor of City Hall in Council Chambers.
Who can attend?
The meetings are open to the public. There is a public
forum period before the business
portion of every meeting where you can address the Council
members and briefly
speak your mind on any topic pertinent to city government.

CODES & HOUSING
Is
a permit required for a fence?
Yes. A permit is required for all new fences and fence
replacements. The city Zoning Ordinance has specific
criteria for fences such as height and location requirements.
A simple site plan showing the proposed location, material,
height and length is all that is required when applying
for a permit.
Do I need a permit for a shed?
Only if the shed is more than 100 sq. ft. in floor area.
However, ALL sheds are still subject to the Zoning Ordinance
requirement for setbacks. If you're not sure what your
setback requirement is please call the bureau.
Do my plans for a building permit have to be stamped
and sealed by a Registered Architect or Professional
Engineer?
Depending on the scope of work and/or the associated
construction cost, plans may have to be stamped and
sealed by a design professional. Generally plans for
small renovations and repairs and projects with a total
construction value of less than $20,000 do not need
stamped and sealed. If you are in doubt, please check
with the bureau.
How long will it take me to obtain a permit?
This depends on the nature of work. Non-review permits
such as barricade/excavation, siding and replacement
windows can be issued on a walk-in basis. Other permits
that require a plan review will take longer depending
on the scope of work. Generally small permits such as
decks and repairs can be issued within a few days of
submittal. Larger more complex applications may take
longer.

DOG LICENSING
What
is my responsibility as a dog owner?
Dogs must be cared for in a responsible manner, which
does not interfere with the quality of life of residents
in the surrounding neighborhood. All dogs must be licensed.
The annual fee for each dog license is $7.50 for each
altered dog and $15.50 for each unaltered dog. A kennel
license is required for more than six (6) adult dogs
per property. By law, when not confined to their own
fenced yards, all dogs must be leashed at all times.
Yards must be kept in sanitary condition, free of animal
waste. Dog owners are responsible for preventing their
dog from nuisance barking.
The owner of a dog is responsible for removing and
cleaning any waste or excrement deposited on public
or private property. All such waste is to be removed
and placed in a plastic bag or metal container and discarded
in the same manner as garbage and refuse are discarded.
When walking a dog, the owner is required to carry an
implement capable of picking up the dog’s waste
to discard it.
Where do I go to license my dog?
If you live in the City of Troy, licenses may be obtained
in the City Clerk's Office during
the hours of 8:30-4:30, Monday through Friday.
Can I license my dog by mail?
Licenses and license renewal may be done by mail. When
doing so, please send a stamped
self-addressed envelope for a quicker return. Mail to:

What paperwork is required to license my dog?
You must bring or mail a copy of your dog's Certificate
of Neutering/Spaying if the dog
was altered and an updated proof of rabies vaccination.
How much does it cost to license my dog?
The fee to license a neutered or spayed dog is $7.50
per year. Unaltered dogs cost $15.50.
I lost my dogs tags. Can they be replaced?
Yes. There is a $1.50 fee to replace lost tags.
Does Troy have an Animal Control Officer?
The Animal Control Officer for the city may be contacted
at 270-4640.
My dog is missing! What should I do?
Contact the Animal Control Officer at 270-4640 and report
him/her missing and call
the Mohawk-Hudson Humane Society (pound) to see if your
dog was picked up and
brought there. That number is 434-5501.
Restrictions covering dangerous dogs are included in
the Troy Code, Section 6-22 and Agriculture and Markets
Law, Article 7, Section 121. Dangerous dogs must be
confined on the owner's premises, either indoors or
in a securely enclosed and locked pen or dog run. The
dog must be securely muzzled and restrained with a chain
having a minimum tensile strength of 300 pounds and
not exceeding three feet in length. A dangerous dog
that attacks a person or domestic animal may be ordered
destroyed as provided by state law.
Penalties:
Violation of the dog ordinances may result in seizure
of the dog, a court appearance or fines of up to $50.00.
Violation of the dangerous dog ordinances may result
in seizure of the dog, a misdemeanor charge or fines
of up to $1,000.
To report cases of nuisance barking, unlicensed or
loose dogs, call Animal Control at 270-4640. For cases
of animal abuse or cruelty (dog fighting, mistreatment
or lack of food/water) call the Troy Police at 270-4411
and the Mohawk Hudson Humane Society at 434-8128. Where
animal safety is threatened evenings or weekends, call
the Police for assistance. The police should be called
whenever a complainant is in doubt about the appropriate
reporting procedure.

FISHING LICENSES AND PERMITS
Where
can I obtain a NYS fishing or hunting license?
The Office of the City Clerk sells NYS fishing licenses
during regular business hours,
Monday through Friday, 8:30-4:30. You must bring in
last year's license or a valid driver's
license to purchase a new license. This office does
not sell hunting licenses.
Where can I get my Tomhannock Reservoir permit?
The City Clerk's Office now sells permits for fishing
in the Tomhannock. Permits cost
$10.00 and the license period is two years from issuance
of permit. Please bring a
valid New York State Driver's License to obtain your
permit.

MARRIAGE LICENSE
How
do I obtain a marriage license?
You and your fiancé must appear together in the
Office of the City Clerk between the hours of
8:30-4:30, Monday through Friday. No appointment is
needed.
What do I have to bring with me when I apply for
a marriage license?
Both parties to the marriage must bring a driver's license,
passport, birth certificate or other
identification showing date of birth and identity.
If this is not my first marriage, what do I need
to do?
If you were ever married before, you must bring in an
original or certified copy of any divorce
decrees, annulments or death certificates for ALL previous
marriages - even those performed
outside the U.S. We will not keep these documents.
How old must I be to get married in New York State?
Both parties to a marriage must be eighteen (18) years
of age. You may obtain a marriage license
if you are 16 or 17 years old with the written consent
of both parents of the minor and both
parents must be present at the time of licensing.
Do I need a blood test to get a marriage license?
Medical exams and blood testing is not required.
Is there a fee to get a marriage license?
Marriage licenses cost $25.00 and is payable at the
time of licensing. This fee is not refundable.
Where can I use my license if I get it in Troy?
You can get a marriage license in any city or town clerk's
office anywhere within New York State and you can use
this license to get married anywhere within the state.
However, after you are married, your marriage record
will remain in the office where you obtained your license.
Is there a waiting period?
There is a twenty-four (24) waiting period before you
can use your marriage license although you
will receive it on the spot. It will be date and time
stamped. Your license DOES EXPIRE within
sixty (60) days so you should never get a license more
than sixty days before you intend on using it.

What
services does the Mayor’s Office provide to the
General Public?
The Mayor’s Office provides a variety of services
to the general public. The Mayor’s staff are responsible
for the Mayor’s calendar and schedule, correspondence,
complaints and FOIL (Freedom of Information) requests.
The Mayor also performs marriages.
Do I have to make an appointment to see the Mayor?
The Mayor will gladly see anyone who comes into City
Hall, if he is available. Due to
his very busy schedule, it is best to make an appointment
and get on his calendar. You may do so by calling (518)
270-4401.
I would like to get married by the Mayor. What do
I need to do?
Please call the Mayor’s Office at 270-4401 to
make an appointment. By law, you must obtain a marriage
license from any City Clerk in NYS at least 24 hours
before you are to be married.
I would like to invite the Mayor to an event or
group meeting. Who should I contact?
The Mayor will be happy to visit with your group or
speak at an event. Submit your request in writing at
least a month in advance, followed by a phone call (270-4401)
to verify a date and time. The Mayor frequently visits
many groups in Troy to discuss a variety of issues,
such as neighborhood initiatives, upcoming events, issues
important to the community, and if there is anything
he as Mayor can do for your group.

NOISE ORDINANCES
No
one shall play any radio, stereo, television, musical
instrument or any other device that produces sound in
such a manner as to create unnecessary noise that crosses
property boundaries and annoys a person of reasonable
sensibilities.
The Noise Ordinance is in effect 24 hours a day and
complaints can be called into the Police non-emergency
number at 270-4411.
Penalties:
Violation of the Noise Ordinance will result in fines
and possible seizure of the sound-making device, including
vehicles.

NUISANCE ABATEMENT
Nuisance
abatement is a city ordinance that assigns points to
properties that have certain enforcement actions against
them. If a property is assessed 12 points in 6 months
or 18 points in 12 months, the City can take the property
owner to a hearing. The hearing may determine that the
property is a nuisance and result in the suspension
or revocation of any permits issued in the owner's name
for that property.
Assessment of points includes violations of various
state and local laws and ordinances:
8 points: Firearms & other dangerous weapons
6 points: Controlled substance offenses
Gambling offenses
Prostitution offenses
Alcohol beverage control
Welfare fraud
4 points: City property maintenance codes
3 points: Littering, noise and howling dogs

PARKING PERMITS
How
do I request a parking permit?
You may request a permit at the Treasurer’s Office
located in Cityhall at 1 Monument Square in downtown
Troy. Weekly permits are $20.00, Daily Permits are $5.00,
The cost for monthly permits vary depending on the parking
lot. For more information call 270-4406.

PARKING REGULATIONS
No
person shall park a vehicle in any of the following
places:
On a sidewalk or within 20 feet of a crosswalk at an
intersection, unless a different distance is indicated
officially. [NYS V&T 1202.2(b)]
Blocking the entrance or exit of a driveway, public
or private
Within 15 feet of a fire hydrant. [NYS V&T 1202.3(b)]
At any place that is posted by official signs prohibiting
stopping, standing or parking
On any ground, lawn or vegetated areas, public or privately
owned.
Should you wish to pave or otherwise create a parking
area, you must contact the Bureau of Code Enforcement
at 270-4584 for information and procedures.
Parking violations should be reported to the Troy Police
Department's non-emergency phone number at 270-4411.
Commercial type vehicles such as house coaches, semitrailers,
dump trucks, construction equipment, cranes, moving
vans, delivery trucks with six or more tires, boats,
boat trailers and other large commercial means of transport
are prohibited from parking on city streets on a permanent
or semi-permanent basis.
Street cleaning restrictions vary by section of the
city. Check with DPW for your scheduled cleaning. Cars
may be towed regardless of whether cleaning is accomplished.
Except where angle parking is authorized, every vehicle
stopped, standing or parked on a two-way street shall
have its right hand wheels parallel to and within 12”
of the right hand curb or edge of the roadway.
Penalties:
All vehicles parked in violation of the above shall
be ticketed; in addition, vehicles parked in violation
of fire hydrant regulations shall be towed by the police
at the owner's expense.

POLICE (EMERGENCY)
When
should I call 911?
When there is an emergency, lives are in danger, serious
injury, serious medical condition, crime in progress,
or any other situation needing immediate attention.
Do I have to give my name when I call 911?
If you wish to remain anonymous or keep information
confidential just tell the operator.
What should you do if you see a crime occurring
?
Call 911 immediately.
Be observant and make mental notes.
Are there any weapons involved?
What is the address?
Any physical characteristics such as height, weight,
race, beard, or scars?
Any clothing description?
How many people involved?
Are the persons involved on foot or in a vehicle?
How do I teach my children to Use 9-1-1
Never say "nine eleven." There is no eleven
on a telephone keypad or dial. Always say "nine-one-one."
Always call from a safe place. If there is a fire in
the house, get out first and then call.
Post your address near the phone.
Never call 9-1-1 as a prank or joke. You can get into
trouble and keep someone who really needs help from
getting it in time.
9-1-1 is not for animal emergencies. Also leave the
number for the vet next to the phone.
Call 9-1-1 if you think you have an emergency and explain
the situation to the dispatcher. If you call 9-1-1 by
mistake, don't hang up. Explain the mistake to the dispatcher
and say there is NO EMERGENCY.
Some examples of crime emergencies that should be
reported by calling 9-1-1 are
Fights, sexual assaults, etc.
Homicides
Burglaries and robberies
Flashlight beam in a business or home, especially if
the business is closed or the residents are away
Domestic violence
Child and elder abuse
Sounds of gunshots, screaming, barking dogs, breaking
glass, explosions, alarms, etc.
Hit and run accidents with possible injuries
Vehicles containing weapons or property not normally
kept in vehicles
Ongoing dumping of fuel or other hazardous substances
Road hazards that require immediate attention to prevent
personal injuries and property damage
Graffiti and other acts of vandalism in progress
Runaway juvenile or missing person who needs special
care -- be sure to tell the operator if the person needs
medication and has a special problem, e.g., Alzheimer's
disease
Persons who are….
Driving under the influence of alcohol or drugs
Entering a neighbor's home when the neighbor is away
Forcing an entry of a home, business, or vehicle
Exhibiting unusual mental or physical symptoms that
poses a threat to him/herself or others
Removing property from a business, home, or vehicle,
especially if the business is closed or the residents
are away
Carrying or wearing bloody clothing
Struggling with a resisting child
Trying to or actually using a vehicle to pick up a person
by force, especially a child or female

Response to non-emergency calls.
The City of Troy Police Department response to non-emergency
calls will depend on the relative seriousness or priority
of the situation, the likelihood of making an arrest
at the scene, and the availability of an officer. Response
times are the longest for so-called "cold crimes"
like home burglaries where the perpetrator has fled
the scene, no suspects exist, and the victim is in no
further danger.
Some example situations that may not be emergencies
are:
Home and business burglaries in which the suspect is
gone from the scene
Open or broken doors or windows in businesses or homes,
especially if the business is closed or the residents
are away
Stolen checks and credit cards -- also call the financial
institutions involved to have them stop payments of
checks and verifications of charges
Impersonation and stolen identification, e.g., drivers
license
Auto theft and vandalism
Hit and run accidents with no injuries
Minors violating curfew
Loud parties -- the person calling must be willing to
sign a complaint
Road hazards that don't require immediate attention
Past instances of graffiti or other vandalism
Past instances of child or elder abuse
Runaway juvenile or missing adult who does not need
special care
Car or building alarms
Underage drinking
Accumulations of consumer goods, especially in good
condition and not in use in homes, garages, and storage
areas
Persons who are…
Disturbing the peace, i.e., loitering, panhandling,
noise making, and harassing others

9:00 p.m. and 8:00 a.m.
Going door-to-door, or into side or back yards in a

business is closed or the residents are away

How do I report a crime?
The ability of the police to locate and arrest criminals
often depends on the thoroughness and accuracy of the
report you submit. The following information checklist
should be used for reporting both emergency and non-emergency
crimes:

Number of persons injured and types of injuries
Vehicle information: type, license number, color, year,
make, model, unusual characteristics (e.g., dents, bumper

hair, clothing type and color, other characteristics
(e.g., tattoos, missing teeth, scars, glasses), direction
of flight, etc.

PROPERTY MAINTENANCE
Graffiti
Graffiti on any public or private property is illegal.
Graffiti is defined as any etching, painting, drawing
or other marking on public or private property. It is
the responsibility of the property owner to remove graffiti
from private property.
Missing House Numbers
All buildings and structures must have street numbers.
These numbers or letters must be clearly visible from
the street. The City's police and firefighters rely
on the numbers for identification of buildings. Quicker
recognition of your address by the police or firefighters
will save valuable time, and may mean the difference
between life and death.
Yard Maintenance
Yards must be maintained in the following manner:
Grass and shubbery must be cut regularly. The length
of the grass shall not exceed 6 inches. Property must
also be free of trash and debris.

Trees
Street trees planted in the public right of way are
the responsibility of the City. Trees planted on private
property are the responsibility of the property owner.
Damaged/Snow Covered Sidewalks
The condition of sidewalks is the property owner’s
responsibility. Steps, sidewalks and similar areas must
be kept in good repair and maintained to assure safe
travel under normal use and weather conditions. The
owner, occupant or agent of any property, with a sidewalk
parallel to any public street, shall clear and keep
cleared any snow or ice which has accumulated on the
surface. This clearing of the snow and ice shall be
completed by 10:00 am of the day following the accumulation.
No person shall shovel, sweep, throw, plow or otherwise
deposit snow or ice into the street, sidewalk, park
or other private property located within the city.

GARBAGE COLLECTION
Weekly
household garbage collection
The weekly trash pick up is limited to household
garbage. Household garbage should be placed out to the
curb or in the alley after 7:00pm the night before your
pick up day, or before 6:00am the day of your pick up.
Garbage or moist or liquid waste is to be placed in
water tight wooden, plastic or metal covered containers
or heavy duty plastic bags tied at the top or specially
treated paper bags. If animals manage to break open
the trash container, it is the responsibility of the
resident to clean up the trash. Remember that legal
holidays will affect your pick up schedule.

What should I know about Bulk refuse:
Bulk items include old furniture, appliances, carpets,
doors, mattresses, scrap metal, tires, etc. Metals should
be separated. Removal of one pickup truck load of trash
is free. The City charges $3 per tire. Loads that exceed
a pick up truck will carry a charge for the amount of
refuse over a pick up truck capacity. Excess loads must
be inspected by a DPW supervisor to arrive at a collection
fee.

Tires
There is a removal fee of $3. per tire.
The City coordinates collection for household hazardous
waste three times per year with Albany and Colonie.
The City does not provide collection for junk vehicles
or sewage solids.

Recyclables
The blue recycle containers should be placed at
curbside or in the alley for collection no later than
7:00 am on your scheduled collection day. Plastic, metals
and glass cannot be intermixed with newspapers and cardboard.
Recyclables cannot be placed in plastic bags. The following
commodities are recyclable: junk mail, magazines, newspapers,
telephone books, corrugated cardboard, 1,2,3, and 5
plastics, metal food and beverage containers, glass
bottles and jars (all colors).

Yard Waste
Yard waste (grass clippings, leaves, brush, branches,
etc.) is collected on a call-in basis throughout the

before your scheduled day for pick up in biodegradable
bags. Curbside location must be easily accessible from
the street. Do not set yard waste behind cars, fire
hydrants, poles, and bushes or on top of sewer vents.
Do not place yard waste in the street or on the sidewalk.
Because yard waste is recycled into mulch, all other
materials must be removed. Trees and limbs that have
been cut by contractors must be removed by the contractor.
Tree trimmings and hedge trimmings must be secured in
tied bundles not heavier than 75 pounds, not more than
5 feet in length nor more than 18 inches in diameter.
Leaves and lawn clippings should be placed in biodegradable
paper yard waste bags, which are available at most hardware
and home improvement stores.
Setting yard waste curbside during any day/week other
than the specified day/week of the residence will result
in fines.

Construction and Demolition Debris
The City provides collection of construction and
demolition debris for residential projects performed
by the property owner only. Construction and demolition
debris collection carries a minimum $50.00 charge per
pickup truck load. Construction and demolition debris
collections must be scheduled and paid for before collection
by City crews. Prompt notice to the City of construction
and demolition debris to be removed is the responsibility
of the property owner.
The accumulation of any solid wastes for more than
7 days is prohibited.

Solid Waste Violations/Penalties:
Any solid waste material including construction and
demolition material set out to the curb at other than
scheduled times is considered illegal disposal. For
these violations, the Litter Officer will issue a court

from the City Clerk's office.

Where
do I obtain a birth certificate copy for someone born
in New York City?
For births in one of the five (5) boroughs of New York
City (Manhattan, Kings, Queens, the Bronx, and Staten
Island), please visit the New York City Department of
Health and Mental Hygiene web site. Please note that
the borough of Kings is sometimes referred to as Brooklyn
and the borough of Staten Island is sometimes referred
to as Richmond.
Where do I obtain a birth certificate copy for someone
not born in Troy or New York City?
A birth certificate may be obtained from the local registrar
of the city you were born in or from the New York State

Who is eligible to obtain a birth certificate copy?
-The person named on the birth certificate
-A parent of the person named on the birth certificate
(requesting parent's name must be on birth certificate)

What is the fee for a certified copy of a birth
or death certificate?
-The fee is $10 per copy or $22. for genealogy copies
-Payment is accepted in the form of a check or money
order payable to the Registrar/City of Troy or cash.
How long will it take to get the certified copy?
-If you come in person to City Hall, in most cases you
will receive the certificate immediately.
-U.S. Postal Express, UPS Overnight, FedEx, etc. gets
sent out immediately
-Regular first class mail requests are usually sent
out within 2 days.
-Genealogy requests may take up to 2 weeks

Where can I obtain information from my birth record
if I'm adopted?
NYS Department of Health Vital Records Section operates
the Adoption Information Registry. The Registry helps
adoptees obtain available non-identifying information
about their birth parents and enables the reunion of
registered adoptees with their birth parents and biological
siblings. Finally, the Registry provides a place for
birth parents to file medical information updates which
may be shared with registered adoptees. To request an
