Freedom of Information Law (FOIL)

The City of Troy, NY now accepts open records requests (“FOIL”) through an online portal designed to assist the public seeking city records. This portal allows members of the public to submit a request, track and retrieve responsive records and documents. Additional charges may apply for duplication of certain types of records.


A FOIL request can be submitted through the Open Records Portal. Prior to submitting a request, please review the important policy information listed below.

Under provisions of the Public Officers Law you may appeal a FOIL determination. If you wish to submit an appeal, you must do so within 30 days of the written response to your FOIL request. Please include a copy of the original request for records and a copy of the FOIL response letter you received along with your appeal letter to:

The “Freedom of Information Law” pertains to records. An agency is not required to answer questions or create a new record in response to inquiries or questions. When submitting a request, please include as much detail about the records possible (such as relevant dates, names, descriptions, specific City department, ect.), or if you prefer to inspect records first prior to copying. Do not include personal information, like your social security number or birthdate, in the description field of your public record request.

You can upload documents to supplement your request. It is not currently possible to upload documents when a request is created, however once a request is created you can sign in and add the documents to the request. By default any documents you upload will not be visible to the public.

Birth & Death records are not available through the open records request process. Please contact the Vital Records Department (518) 279-7309 to obtain these records.


Copies of marriage licenses are not available through the open records request process. Please contact the City Clerk’s Office at (518) 279-7134 to obtain these records.


Individuals who have filed a Police Report with the Troy Police Department can obtain a copy of the report by written request through the US mail. See our Request Records page for more information.


Prior to release of responsive records, requests will be reviewed and records possibly redacted (including sensitive and/or confidential information – social security numbers, date of birth – or other information the disclosure of which would constitute an unwarranted invasion of personal privacy) or denied consistent with New York State Public Officers Law, Article 6 “Freedom of Information Law.”

When practicable and if requested, the City of Troy will transmit responsive records digitally.


Duplication of responsive records will be provided at a cost of $0.25 per page or the actual cost of reproduction. If digital records are too large to be transmitted electronically there will be a charge of $10.00 provided on a compact disc plus postage. There are additional fees associated with duplication of specific TPD records, including:

  • $25.00 fee for video records copied onto a compact disc
  • $15.00 fee for photo records per individual control number
  • Additional delivery/postage fees may apply depending on required method of delivery of responsive records
  • Additional service fees may also apply depending on the size and scope of the public records request
