| What Is the Homeowner's Housing & Energy Improvement Program? |
The HH&EIP Grant
is a Federal Housing Initiative to preserve and
enhance the structural quality, livability, and
value of the City of Troy's housing stock. The
program aims to eliminate housing deficiencies
by providing financial and technical assistance
to very low, low, and moderate income homeowner's
of 1 or 2 unit homes. Eligible costs under the
HH&EIP shall include the minimum cost of
labor and materials required to improve residential
properties in Troy. Grant amounts may not exceed
$5,000.00.The applicant is not entitled to the
full amount of the grant if the full amount is
not needed to make the necessary repair. If the
cost of repair exceeds the grant amount, the
homeowner can contribute to the balance of expenses
incurred over $5,000.00 to complete the necessary
repair. However, it may be determined by the
Housing Rehab Specialist that the repair will
exceed $5,000.00 maximum, and if the applicant
is unable to cover the balance of the repair
the project will be deemed unfeasible and the
application will be rejected.

Eligible Applicants
must have an annual household income at the time
of application under 80% of the median. Current
HUD Income Guidelines for Annual Household Income
under 80% of median are as follows:

Requirements |
- Property must be located within the City
of Troy
- Must be a 1or 2 Unit Home
- Cost of repair cannot
exceed $5,000.00
- Household must be determined
to be at or below 80% of the area median income.
- Home
of which repairs will be made must be owner
occupied
- All property taxes must be current
- Owner must
maintain Homeowner's Insurance and Flood Insurance
if applicable
- Minimum property standards must
be maintained: trash, weeds, grass, abandoned
vehicles
- Other requirements may apply
in accordance with program guidelines

Process |
- Applicant must complete
and Submit Application to Department of Housing
and Community Development.
- Only those applications
that are complete with all documentation
needed to review for eligibility will be processed.
- Complete
applications will then be evaluated for program
eligibility.
- A housing rehab specialist will
visit your home to identify the repair requested
on the application and assess whether or not
grant funds will cover the cost of the repair.
- Your
Housing & Energy improvement
proposal will be written up and a contractor
will be selected by the City of Troy.
- After
the work is completed, a City Code Inspector
will visit your home to ensure completion of
the repair.
- The City of Troy will disburse funds
directly to the homeowner who will then sign
funds over to the contractor.
