Improvement Program
The HH&EIP Grant is a Federal Housing Initiative
to preserve and enhance the structural quality, livability,
and value of the City of Troy's housing stock. The
program aims to eliminate housing deficiencies by
providing financial and technical assistance to very
low, low, and moderate income homeowner's of 1 or

City of Troy's 'Sidewalk'
Program
This is a loan program, where the owner will pay
back
to
the
City
of
Troy,
the
monies borrowed, plus interest, to pay for installing new or replacing existing
sidewalks, curbing and other related work completed with the City Right of Way.

South Troy Exterior Enhancement Program
The City of Troy in partnership with the NYS Affordable Housing Corporation will offer eligible homeowners in the South Troy target area grant assistance up to $5,000 for exterior home improvements. NYSAHC will cover up to 60% of the cost of rehabilitation for homeowner at or below 112% of the HUD low income limits. These homeowners will be required to match the remaining 40% of project costs with personal funds. Homeowners at or below 80% median income may be eligible to receive additional grant funds up to 40% to cover the remaining cost of rehabilitation. Download brochure

Capital District Individual Development Account
(IDA) program
This is a matched savings grant
for income eligible households. $5,000 maximum
grant. Can be used towards buying a house, attending

CEO Weatherization Assistance Program
Weatherization services are available to eligible household whether you
rent or own your own home. Eligibility for
the Weatherization Assistance Program is based upon household size, income
and categorical

The Sage College's Homeownership
Incentive Program
Financial assistance is provided to those
interested in buying a home in the downtown
Troy area.
There are no income limits on participants. Benefits
of the program includes forgivable loans up to
$5,000, preferred mortgage interest
rates, $350 for legal services for closing, and
home-buyer workshops. The target area is
bounded by Ida Street, 5th Avenue, Federal Street,
and River Street. The forgivable loan can be
used for the down payment, closing costs, or
home renovations on all residential or mixed
residential-commercial properties in the targeted

Community Preservation
Corporation (CPC) - Take Stock In Your Block
Program
Offers loans up to $500,000 for acquisition
and rehabilitation of investment properties located
in South Troy and
purchased by South Troy residents.There are no income
limits on participants. The program features supplemental
0% financing, 30 year fixed rate permanent loans,
one loan closing with escrow for rehabilitation,
and reduced fees for third party reports. For program

Code
Enforcement Inspections
The Bureau of Code
Enforcement's housing inspection program follows
up on housing
complaints and agency
requests to assure that housing units are in compliance
with the City of Troy. |
Building
Permits
Permits are issued by the Bureau of Code Enforcement
for new construction, alterations, repairs, swimming
pools, siding and windows, barricades and signs.

Permits that require plan review are issued on
an appointment
basis. Non-review permits such
as barricade and siding permits may be issued
on a walk-in basis. Permit fees are based on
the City of Troy Permit
Fee Schedule.

This particular program is available to property owners who are having trouble

Districts
The Troy City Council has designated as local historic districts a select group
of neighborhoods whose architectural character reflects some particular aspect
of our rich past. |
Landlord Training
Landlord training is a FREE four-hour workshop available to all landlords in
the City of Troy, whether you are owner-occupant or investor-owner, whether
you rent one apartment or many. Workshops are informal and interactive. Learn
how to preserve and enhance your investment while renting in a challenging

CEO Housing Rehabilitation
and Energy Services
The CEO Housing Rehabilitation and Energy Services provides weatherization,
energy conservation and rehabilitation services to residents throughout the
Capital Region.
These services are provided to homeowners and tenant occupied homes. They include
electrical, heating, plumbing, carpentry and accessibility. These services
are also provided through the REACH Family Development Pilot. The goal is to
make safe, affordable energy available to low-income families in a manner that
strengthens their ability to make effective choices in a changing energy market.
The CEO Small Cities Program expands these services to qualified residents
in specific target areas in Troy.
