Mayor Madden: Construction Advisory Issued for South Troy Neighborhood Improvements
Additional Pedestrian Improvements on 4th Street Between Jackson Street and Canal Avenue Scheduled to Begin This Month

TROY, NY – City officials issued a construction advisory for operations associated with phase three of the South Troy Neighborhood Reinvestment Project. The work is part of a federally-funded, Community Development Community Development Block Grant (CDBG) program grant, administered by Troy’s Department of Housing & Community Development to repair city sidewalks, street curbs, lighting, tree planting, and utility upgrades in targeted neighborhoods.
Mayor Madden said, “Federal assistance for efforts like the South Troy Neighborhood Reinvestment Project enables us make significant investments in our community that enhance quality of life and improve mobility for Troy residents of all ages and abilities. We appreciate the patience of residents and business owners while this important work continues through the spring and summer months.”
Beginning Wednesday, May 6, the City will commence work on installation of street lighting, tree plantings, and stamping paved utility strip areas on 4th Street, between Jackson Street and Canal Avenue. Work also includes grass seeding at the pocket park at 2nd Street and Jackson. The overall project will include work on both sides of 4th Street, and may include portions of adjacent side streets. Work is expected to continue through July 2020, dependent on weather conditions.
Parking restrictions will be posted on affected areas of 4th Street, beginning with the west side of 4th Street in designated work zone areas to allow the west side parking lane to be used for construction operations. One-way north bound traffic will be maintained on 4th Street. Residents and businesses are asked to park on the east side of the street or on side streets. Upon completion of work on the west side of 4th Street, parking restrictions will then move to the east side of 4thStreet.
Access to homes and businesses will be maintained during construction. Pedestrians will be directed to use existing available sidewalks along the east side of 4th Street during construction.
Motorists are asked observe all posted traffic restrictions in order to accommodate sidewalk and curb construction work. Motorists are also asked to reduce speeds in the work zone and watch for flaggers & equipment operating in the street right of way areas.
This is the third year of streetscape improvements in the South Troy neighborhood, part of the implementation of Troy’s 5-Year Consolidated Plan. Phase two was conducted in 2019 on 2nd Street in South Troy.
