Objectives
- Provide cost-effective pavement reconstruction
for a minimum service life of 20 years
- Provide minimum capacity level of service for the
next 20 years
- Improve traffic flow and address safety deficiencies
- Improve pedestrian and bicycle mobility
- Enhance the visual and historic character of the
area
- Replace or rehabilitate deteriorated publicly owned
underground utilities
- Separate combined sewer system
- Improve highway design features where feasible
that do not conform to the design standards
Description
This project proposes to reconstruct the roadway section,
which includes the travel and parking lanes, and to
provide new curbs and sidewalks to comply with American
with Disabilities Act Accessibility Guidelines. This
project will include new granite curbs, new underdrain
system, replacement or repair of several retaining
walls, ornamental street lighting, streetscape and
landscape enhancements, new traffic signal system with
pedestrian pushbuttons, new traffic control signs,
water system improvements, separation of combined sewer
system, bus stop amenities, traffic calming devices
and bicycle access improvements.
Financing
- The Federal Highway Administration will fund eighty
percent (80%) of the project
- The New York State Department of Transportation
will fund fifteen percent (15%) of the project
- The City of Troy will fund five percent (5%) of
the project
Status
The survey, base mapping and expanded project proposal
have been completed for the project. The approved expanded
project proposal has been submitted to the City of
Troy, the New York State Department of Transportation
and the Federal Highway Administration. Currently,
the project is in the preliminary design phase and
the ongoing activities include:
- Developing design alternatives
- Address social, economic and environmental issues
- Follow SEQRA and NEPA process
- Developing design approval documents

Limits
Several design alternatives are under consideration
by the City of Troy and therefore, actual limits of
reconstruction have not been finalized. In general,
the project begins near the intersection of Congress
Street and 11th Street and extends east to the intersection
of Congress Street, Pawling Avenue and Brunswick Road.
