Description
The City of
Troy initiated Phase II of the Hoosick Street Corridor
Study in the summer of 2002. Funded through a grant
from the Capital District Transportation Committee's
(CDTC) Community and Transportation Linkage Planning
Program, the study targeted areas in proximity to NYS
Route 7 (Hoosick Street) in Troy between the Hudson
River on the west and the City's boundary with the Town
of Brunswick on the east.
The Phase
II Corridor Plan built upon and refined the findings
of the Phase I Hoosick Street Corridor Study completed
in February 2000. That study involved a significant
public involvement and information program to help the
City better understand the magnitude and scope of concerns
in the corridor area. It concluded that, "Physically
enhancing the existing Corridor to promote pedestrian
safety, improve local traffic access and circulation,
minimize impacts of arterial traffic, preserve the character
of residential neighborhoods and mitigate land use conflicts"
should be the preferred alternative. A series of broad
recommendations for Land Use Management, Physical Enhancement,
and Redevelopment were provided in this phase.
The Phase II Corridor Plan included
a market analysis
and survey to determine the wants and needs of the
primary market segments in the corridor - neighborhood
residents and students, area workers, and tourists.
The market analysis informed decisions about land use
and physical development in the plan, and will later
serve as a guide for business retention, expansion,
and recruitment efforts. The land use and physical development
plan was also coordinated with recommendations for transportation
improvements to enhance rather than further degrade
the corridor.
