City Officials Announce Changes to Bulk Pickup Service

TROY, NY – City officials today issued an update on bulk collection services provided to residential properties in the City of Troy by the Department of Public Works. The changes are part of a larger overhaul of the City’s solid waste management system, including the expansion of reuse and recycling opportunities and efforts to decrease waste generation.

Bulk Collection:

All scheduled bulk collections (up to 2 cubic yards) will be subject to a $25.00 haul charge. Non-owner-occupied properties will be charged an additional fee based upon specific bulk waste items. Owner-occupied properties will be exempt from additional itemized charges.

Large items such as furniture, appliances, carpets, mattresses, etc., may be picked up by scheduling an appointment with the Department of Public Works dispatcher at (518) 270-4579. Bulk items should not be placed curbside prior to scheduling an appointment with DPW. Doing so will violate City Code and may result in a fine assessed to the property.

Previously, bulk collection was limited to owner-occupied properties only. To create a more equitable approach to disposal of bulk items and enhance accountability for property owners, the City has expanded availability of bulk pickup to all residential properties. Residents who throw out more items will pay more, reducing costs to the public at large. Implementation of this standardized process will help create a more financially responsible approach to bulk item disposal, generate valuable data on usage, and improve the quality of life in neighborhoods across Troy.

Commercial rental properties (offices, retail businesses, commercial apartment buildings, etc.), tax exempt properties, and not-for-profit agencies cannot receive bulk collection services from DPW. These properties shall be responsible for bulk refuse removal through the use of private contractors.

Solid Waste Fee Waiver:

Additionally, City officials announced that application forms are now available for qualified homeowners seeking an exemption from the annual solid waste collection fee. Property owners seeking a waiver must submit a completed application form.

The application form is available for download (PDF) or at the City Treasurer’s office in City Hall (433 River Street, Troy), during normal business hours, M-F, 8:30am – 4:30pm.
