TROY, NY – The Troy Police Department has issued the following update regarding several recent arrests connected to shooting incidents in the Collar City. Please see the below statement from Assistant Chief Steven Barker:
“Good afternoon everyone.
“We are pleased to announce three separate arrests in connection with two serious shooting incidents.
“While our work to curb violence is not complete, these important arrests set the tone that these actions will not be tolerated in our community. These investigations were successful largely based on hardened police work and community involvement, without which the arrests would most likely not have been possible. We hope these arrests support the larger community, setting the expectation that our community is fed up with these violent actors and we have come together to hold them accountable.
“Our Patrol Division was integral in both incidents as they swiftly responded to the initial calls, provided aid to the victims while notifying & protecting uninvolved neighbors all the while maintain a secure and organized scene for the eventual identification and collection of important evidence.
“On March 8th, 2021 a shooting occurred on O’Neil Street that critically wounded a child, MJ Rivera. The lead detectives on the case, Detective Sergeant Mary Magnetto & Detective Sergeant Brandon Cipperly, joined by the other members of our Detective Bureau have worked steadfastly on this investigation since its’ inception. Rensselaer County Court has now issued two separate indictment warrants for two defendants connected to this incident.
“Julian Soto (Age: 24, from Troy) and a juvenile (Age: 17, from Troy) are both being charged with Attempted Murder in the Second Degree (FELONY) and Criminal Possession of a Weapon in the Second Degree (FELONY). Both of these individuals are currently in custody in relation to separate incidents, they will be processed on these new charges in the coming days.
“On June 10th, 2020 a shooting occurred in the area of River Street and Glen Avenue that critically injured a 26 year old city resident. The lead detectives on this case, Detective Sergeant Brandon Cipperly & Detective Joshua Comitale, along with our other detectives and law enforcement partners, have continued actively working leads in this case over the course of the past 15 months. Rensselaer County Court has now issued an indictment warrant for a defendant connected to this incident.
“Francisco R. Rivera (Age: 23, from Troy) has been arrested and charged with Attempted Murder in the Second Degree (FELONY), Assault in the First Degree (FELONY), Assault in the Second Degree (FELONY) and Criminal Possession Of A Weapon in the Second Degree (FELONY). He has been remanded to Rensselaer County Jail.”
