Mayor Mantello Signs Legislation Finalizing Move of Troy City Hall to Historic Proctor’s Theatre

(TROY, NY) - Today, Mayor Carmella R. Mantello officially signed legislation marking the next historic chapter for the City of Troy - finalizing the move of Troy City Hall to the iconic Proctor’s Theatre building in the heart of the downtown.

The legislation, now returned to the city’s Corporation Counsel, makes the long-anticipated relocation official and sets the stage for a new era of civic pride, accessibility, and fiscal responsibility.

The move of City Hall to the historic Proctor’s building represents not only a major investment in Troy’s downtown but also a significant cost savings for taxpayers, ensuring the city has a permanent, centrally located home for governance.

Mayor Mantello emphasized that this moment reflects Troy’s continued momentum and commitment to efficient, forward-looking city operations saying, “This is a truly historic day for the City of Troy. For the first time in nearly 15 years, we are giving our city government a permanent home - one that honors our past while embracing our future. Moving City Hall to its permanent home at the beautiful and historic Proctor’s Theatre building will save taxpayer dollars, improve how we deliver services, and reignite pride in our great city. This is about more than a building - it’s about bringing Trojans together and continuing the resurgence of our city.”

The Proctor’s Theatre building, a cornerstone of Troy’s architectural and cultural heritage, will now become a center of public service and community engagement.

The adaptive reuse of this historic property underscores the Mantello administration’s focus on revitalizing every neighborhood in Troy, preserving historic assets, and maximizing services for residents.

Renovations and construction are slated to begin in mid-December as planning for the transition is underway. The city anticipates moving into Proctor’s Theatre and having operations ready by January 1st, 2027.
