Mayor Mantello Announces Passage of the City of Troy’s 2026 Budget
Budget Delivers Garbage Fee Reduction, Strengthens Public Safety, Modernizes City Services, and Supports a Cleaner, Safer Troy
(TROY, NY) - Mayor Carmella R. Mantello today announced the official passage of the City of Troy’s 2026 Budget, a fiscally responsible and forward focused spending plan that continues the City’s momentum while remaining well below the New York State tax cap. The approved budget delivers real relief to taxpayers, invests in public safety and infrastructure, strengthens quality of life initiatives, and modernizes government operations for long term sustainability.
“Tonight, we took a major step forward for the City of Troy,” said Mayor Mantello. “The 2026 Budget strengthens our financial position while continuing to do more with less - to deliver the results our residents expect: safer streets, cleaner neighborhoods, and a more modern, efficient government. I want to thank the City Council Majority for its partnership and commitment to responsibly moving Troy forward.”
Key Highlights of the 2026 Budget
Real Taxpayer Relief
The budget initiates the first phase of reducing the long-standing garbage fee, lowering it by twenty-five dollars per unit in 2026. This marks the first decrease in the fees’ history and reflects the administration’s disciplined approach to fiscal management. Residents will also benefit from one free annual at home bulk pickup for households with city sanitation, along with continued quarterly drop offs at the Alamo.
Responsible Fiscal Management
Despite statewide cost pressures, the 2026 Budget remains well below the state tax cap and protects the city’s strong credit rating. The budget holds the line on spending while maintaining essential services and the city’s long term financial stability.
Investment in Public Safety
The spending plan continues major investments in the Troy Police and Fire Departments. These include expanded walking beats, updated cameras and technology, enhanced officer training, and continued upgrades to long overdue police and fire facilities. Funding also supports the new state-of-the-art Lansingburgh firehouse and additional EMS coverage to ensure faster and more reliable emergency response.
A Safer and Cleaner Troy
Building on the success of the City’s Quality of Life Action Crews, the budget expands these efforts with the creation of a dedicated Litter Response Team to address litter hotspots daily. These teams work alongside public safety officials to strengthen neighborhood conditions and improve quality of life across Troy.
Strong Partnership with the Downtown Troy BID
The budget’s passage follows action by the City Council on the proposed BID assessment, reinforcing a strong partnership focused on maintaining a safe, welcoming, and vibrant downtown. The City’s collaboration with the BID, combined with the Troy Police Walking Beat Program and quality of life crews, has resulted in cleaner streets and greater support for small businesses in the heart of the city.
Infrastructure and Neighborhood Investment
The approved plan advances major infrastructure initiatives, including ongoing street paving, alleyway improvements, and transformative work on Congress Street and the upcoming Congress and Ferry Street Corridor Project. This investment modernizes critical gateways, supports economic development, and enhances accessibility for residents and visitors. Additionally, major improvements have already been completed or in the process of renovation at Frear Park, Kinloch Park, Knickerbacker Park, Knick Aquatic Center, and more.
Modernization of City Operations
The budget continues the transition to modern financial and payroll systems, replacing outdated technology with streamlined platforms that improve accuracy, efficiency, and transparency. These upgrades reduce long-term costs while enhancing service delivery across all departments.

“With this budget, we are strengthening the foundation of our city and ensuring that Troy continues the resurgence our residents have seen and felt since January of 2024,” said Mayor Mantello. “This is a budget that invests responsibly, delivers true quality of life improvements, and supports our long-term vision for a safer, cleaner, and more vibrant Troy.”
