Mayor Mantello Appoints Michael McNeff as City Comptroller
(TROY, NY) - Mayor Carmella R. Mantello today announced the appointment of Michael McNeff as the new Comptroller for the City of Troy. McNeff brings over two decades of public and private sector financial leadership experience, including his most recent role as Chief Accountant for Albany County.
"Michael’s impressive background in municipal finance, budget management, and fiscal accountability makes him the ideal choice to serve as Comptroller," said Mayor Mantello. "His hands-on experience overseeing multi-million-dollar budgets and leading finance teams across government agencies will be an asset to the City of Troy as we focus our efforts to strengthen our financial operations and transparency to continue making our city safer and cleaner. I’m also proud to share that despite the comptroller position being vacant over the last 2 months, the city successfully completed and submitted the 2024 Annual Financial Report (AFR), a critical milestone in our fiscal reporting."
In his role as Chief Accountant with Albany County, McNeff oversaw the preparation and submission of annual financials, managed reconciliations for over 100 bank accounts, and coordinated with independent auditors. Prior to that, he served as Director of Finance and CFO for the City of Watervliet, where he was responsible for producing financial reports, managing investments, and supervising finance department operations.

McNeff holds a Bachelor of Science in Management and Economics with a concentration in Accounting from the University at Albany – Empire State College, and an associate’s degree in accounting from Hudson Valley Community College. He currently resides in Watervliet, NY.
