Mayor Mantello Announces Tentative Four-Year Agreement with Troy Uniformed Firefighters Association Local 86

 

(TROY, NY) – Mayor Carmella R. Mantello today announced that the City of Troy and the Troy Uniformed Firefighters Association (TFFA) Local 86 have reached a tentative four-year agreement following a membership vote. The new contract, which is expected to be voted upon by the Troy City Council at its October 23rd meeting for final ratification, marks another major step forward in the Mantello Administration’s ongoing commitment to supporting the men and women of the Troy Fire Department and investing in the city’s critical public safety infrastructure.

 

The highlights of the tentative agreement include:

  • Salary Increases:
    • 2025 – 6%
    • 2026 – 5%
    • 2027 – 3%
    • 2028 – 3%
  • Increased Vacation Time:
    • 121–240 months of service: increased from 28 to 35 calendar days
    • 241+ months of service: increased from 35 to 42 calendar days
  • Increased Longevity Pay:
    • 5 years of service: $800 → $1,000
    • 10 years of service: $1,000 → $1,400
    • 15 years of service: $1,200 → $1,800
    • 19 years of service: $1,400 → $2,200
    • 24 years of service: $1,600 → $2,600

 

Mayor Mantello praised the collaboration and dedication shown by both the City’s negotiation team and the leadership of Local 86 throughout the process. Saying, “This agreement represents our continued commitment to investing in our city’s greatest assets – our people,” said Mayor Carmella R. Mantello. “Troy’s firefighters put their lives on the line every day to protect our residents, neighborhoods, and businesses. This contract ensures they are fairly compensated and supported for the vital service they provide to our community. I want to thank the negotiating team led by Deputy mayor Seamus Donnelly, our Corporation Counsel, and City Treasurer for working to get this across the finish line.”

 

“This agreement is a big win for our members and for the City of Troy,” said Jeff Ward, President of the Troy Uniformed Firefighters Association Local 86. “It recognizes the hard work and dedication of our firefighters while ensuring we can continue providing the highest level of service and protection to the residents of Troy. We appreciate the collaboration and commitment shown by Mayor Mantello and her administration throughout this process.”

 

The Mantello Administration has made unprecedented investments in the Troy Fire Department, including $16 million toward fully funded 24-hour ambulance service, the construction of a brand-new firehouse in Lansingburgh, raised the total firefighting force by 4 members, brand-new fire apparatus, and now, the establishment of this new four-year contract that strengthens workforce stability and morale across the department.

 

This new agreement, having previously expired in December 2024, is the fourth union labor contract resolved by the Mantello Administration, since taking office in January 2024.

 

The tentative agreement will be presented to the Troy City Council for final ratification at its October 23, 2025, meeting.
