Mayor Mantello Appoints Members to the City of Troy Planning Board

TROY, NY (Sep 12) – Mayor Carmella Mantello today announced the appointment of five members to the newly formed Planning Board. 

“I’m incredibly proud of our new Planning Board,” said Mayor Mantello. “Each of these five individuals brings a diverse range of experience, yet they all share a common vision for Troy. We aim to foster expansion and growth while preserving the strong sense of community, history and unity that makes our city so special.”

"I’m excited to have such a talented group of individuals joining the Planning Board," said Randy Coburn, Commissioner of Planning and Economic Development. "Each member brings a unique background and perspective, but what truly stands out is their shared dedication to Troy’s growth and future. I’m looking forward to working with them to expand and enhance Troy.”

After an extensive interview process and thoughtful deliberation, Mayor Mantello announced the appointments to the newly formed Planning Board today. The board members include Peter Kehoe, James Shufelt, Naomi ‘Toni’ Dickinson, James Scully, and Jeoffrey York. Their first meeting will be held on Wednesday, September 18th at 6pm.

Peter R. Kehoe, Esq.

Peter is currently a lawyer in private practice with a longstanding record of leadership and community involvement.  He has served in numerous leadership positions on local and state boards and advisory groups, including being a past Chairman of the Planning Board

James J. Shufelt

James is an Environmental, Health and Safety Manager for CD Perry & Sons, a well-established general and sub-contractor company based in Troy. He has many years of experience in construction management responsible for environmental, health and safety issues.

Naomi ‘Toni’ Dickinson

Toni has extensive experience in State government and has lived in Troy her entire life. She has been actively involved in community activities involving Prospect Park, the Hart Cluett Museum, the Lansingburgh Boys and Girls club and serving as a Trustee at the Lansingburgh Historical Society. She is very community-oriented and civic-minded with a demonstrated ability to work with a team.

James Scully

James, current owner of Bacchus Wood-Fired in Troy, is an accomplished leader with a proven track record in operations management and strategic partnerships, notably at Hydro Consultants, LLC. He has extensive experience in planning and development from a developer’s perspective and has presented in front of many planning boards in NYS and throughout New England.  

Jeoffrey York

Jeoffrey is an information security professional providing IT security support for the corporate digital technology corporate functions for General Electric. He has a strong project and program management background in developing IT plans in a corporate environment and leading large-scale enterprise level projects focused on improvement and change.  Jeoffrey has extensive experience as a community volunteer and as a track coach at Hudson Valley Community College. 

Two alternate members will be chosen and announced in the coming weeks.
