COVID-19 Amendments
Substantial Amendment to City of Troy 2019 to 2020 Annual Action Plan
In response to the Coronavirus Pandemic (COVID 19), the U.S. Department of Housing and Urban Development (HUD) has allocated $1,076,079 in CDBG-COVD 19 Funding (Round 1) (Community Development Block Grant). These allocations are authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES ACT), Public Law 116-136.
Update: The U.S. Department of Housing and Urban Development (HUD) has allocated an additional $577,015 to the City of Troy in CDBG-COVD 19 (Round 3) Funding.

$300,000: CDBG-COVD 19 (Round 3) - Deadline April 22, 2021
In response to the Coronavirus Pandemic (COVID-19), the U.S. Department of Housing and Urban Development (HUD) has allocated money to the City of Troy in CDBG-COVD 19 Funding (Round 3). These allocations are authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES ACT), Public Law 116-136, and will be used, in part, to establish a $300,000 Small Business Assistance Retention Grant program.
The Community Loan Fund will be accepting application starting March 22, 2021 and the deadline to submit a completed application will be April 22, 2021. These funds are to be used for preventing, preparing for and in response to the Coronavirus Pandemic and will be reimbursable for anything COVID-19 related dated March 17, 2020 forward under the categories listed below.
- Grants of up to $10,000 will be awarded for the following categories:
- Maximum allowance to be used for Business equipment/Furniture to adjust to NYS COVID 19 Mandates and Regulations.
- Maximum allowance to be used to replace or upgrade Air Handling Systems to HEPA filtration and new Anti- Viral Technologies and antibacterial cleansing stations, personal protective equipment
- Maximum allowance for Unpaid rent/Mortgages, Utilities, Insurance (up to 3 months reimbursement) and Technology upgrades, contactless purchasing, online ordering services
- Reimbursement for up to 2 weeks of perishable goods
- Maximum allowance for Job Retention of existing or Job Creation of New jobs to low/mod income City of Troy Residents. (Must not have already applied and received SBA Payroll Protection Program)
All proof of purchases must be verified before reimbursement. To be eligible, applicants must be a sales-tax-generating for-profit business, with no more than 20 employees and located within the City of Troy. The business must also show that its revenue has decreased by at least 25% due to COVID-19 and how the current COVID-19 economic conditions make the grant request necessary to support the ongoing operations of the business. All new applications will be given priority over businesses that have already applied and was awarded prior CDBG CV-19 funds.
To support businesses, Troy is awarding $300,000 in grants to help cover payroll, rent/mortgage, utilities or other expenses related to COVID (PPE, online ordering services, modifications to physical space). The application will be open March 22 to April 22. The application deadline is April 12 at 5 pm. Grants will be awarded in amounts ranging from $2,500 to $10,000.
Who is Eligible?
To be eligible, applicants must own business in the City of Troy, have 20 employees or less, and suffered a revenue loss of at least 25% due to COVID-19.
How Do I Apply?
To be considered, applicants must submit the application below along with the following documentation:
- Drivers license
- 2020 Balance Sheet
- 2020 Profit and Loss Statement
- Most current taxes (2019 acceptable)
Documentation should be uploaded electronically with application. Applications will not be reviewed until all documentation is submitted.
$262,015: CDBG-COVD 19 (Round 3)
Rental assistance up to $5,000 for low/moderate income qualified residence. Applications cannot be accept until the NYS eviction moratorium has expired. The NYS mandated eviction moratorium is set to expire on May 31, 2021 so applications will not be accepted until June 1, 2021. If the moratorium is extended by NYS then the application process will also be extended. Applicants will need to show proof of income and unemployment/hardship during that time.
$15,000: CDBG-COVD 19 (Round 3)
The Community Loan Fund will receive $15,000 for the Administration and processing of the applications and the oversight of the Troy Small Business Grant Program.

Proposed Categories
Youth Programs & Youth Summer Camp ($400,000)
- $25,000 Maximum allocation awarded per application per site. Sites will be considered as any City Parks, Open Spaces and Public Organizational Facilities. Funds will be used to provide summer camps and summer youth programming as well as youth employment.
Business Assistance & Retention Grants ($400,000)
- $10,000 Maximum allowance to be used for Business equipment/Furniture to adjust to new NYS COVID-19 Mandates and regulations (outdoor tables and chairs and umbrellas)
- $10,000 Maximum allowance to be used to replace or upgrade Air Handling Systems to HEPA filtration and new Anti- Viral Technologies and antibacterial cleansing stations
- $10,000 Maximum allowance for Unpaid rent/Mortgages, Utilities, Insurance and Technology upgrades or New Technology to adjust to new COVID-19 Regulations and Mandates
- $10,000 Maximum allowance for Job Retention of existing or Job Creation of New jobs to low/mod income residents. (Must not have already applied and received SBA Payroll Protection)
COVID-19 Meal Distribution & Food Pantries ($85,000)
- All food purchased and used to help service the City of Troy Residence and to offset the cost of PPE supplies and food distribution to the most vulnerable population as a result of COVID-19.
Administration ($191,079)
- Troy Administrative and related expenses associated to prevention, to prepare for and to respond to COVID-19 and NYS Mandates and Regulations as well oversight and monitoring of COVID-19 related programs and funding.

Background
Through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) of 2020, COVID-19 Relief funds were allocated to the Emergency Solutions Grant (ESG) program to help America's low-income families and most vulnerable citizens in the wake of the pandemic. COVID-19 Relief funding was distributed through two allocations, the first round was awarded to States and Cities through the existing ESG grant formula in order to expedite the process of disseminating the funds. The second allocation of funding is based on a new formula looking at need due to the COVID crisis.
