City of Troy Awards $573k Contract for Next Phase of Lead Pipe Replacement

(Troy, NY) - Mayor Carmella R. Mantello announced the awarded bid for the next phase of Troy's ongoing lead service line replacement efforts. Warren W. Fane Inc has been awarded the contract in the amount of $573,200.00, following a competitive process designed to maintain momentum and ensure there is no lapse in work identifying and replacing lead pipes across the city.

This is latest contract is a critical bridge leading up to the city's forthcoming multi-contractor Request for Bids (RFB) in June - a larger scale initiative that, once finalized and approved by the Department of Health and then awarded, will significantly accelerate Troy's citywide lead pipe replacement efforts.

"This is another strong step forward in fulfilling our promise to protect public health and modernize Troy's aging water infrastructure," said Mayor Carmella Mantello. :"With the help of experienced contractors like Warren W. Fane Inc., and the support of federal funding, we're not just fixing pipes - we're building a healthier, safer future for every family in Troy."

Since taking office, Mayor Mantello has prioritized an aggressive, multi-phase approach to removing lead pipes and upgrading the city's water systems. This comprehensive strategy has been underway since 2024 and includes:

  • Potholing investigations using hydro-excavation and vactor-style trucks to expose buried lines and determine the presence of lead
  • Advanced AI-powered data analysis to help identify and map high-risk service lines
  • A coordinated paving and milling program that aligns road repairs with pipe replacement to minimize disruption to residents
  • Utilizing corrosion control with orthophosphate treatments to prevent leaching in water supply
  • Ongoing and new RFBs to ensure continuous progress without delays or funding gaps

These efforts are supported in part by federal grants through the Bipartisan Infrastructure Investment and Jobs Act (IIJA), which provides troy with critical resources to replace outdated infrastructure - particularly lead service lines.

Mayor Mantello reaffirmed the city's unwavering commitment: "We will continue to utilize ever tool and every dollar available - from state partnerships to federal infrastructure grants - top remove lead pipes, upgrade our systems, and deliver on our promise to the people of troy."
