Mayor Mantello Sends Resolution to Troy City Council to Vote on Advancing City Hall’s Move to Historic Proctors Theatre

(TROY, NY) – In another major step forward for the future of Troy’s City Hall, the Troy City Council will vote Thursday, August 7th, 2025, on a key resolution to approve the Historic Proctors Theatre building on 4th Street as a suitable location for City Hall.

This vote marks a critical milestone in Mayor Mantello’s initiative to establish a permanent and modernized home for City Hall while also preserving a treasured piece of Troy’s architectural history.

Mayor Mantello has championed this move as a fiscally responsible, forward-thinking solution that will save taxpayer dollars, stimulate economic development along the 4th Street corridor, and strengthen civic pride across the City of Troy.

“This is more than a move - it’s a milestone,” said Mayor Carmella Mantello. “We are saving a historic gem, revitalizing a key part of our downtown, and creating a permanent home for City Hall that reflects the strength and spirit of our city. This is a smart, transparent, and responsible plan that will benefit taxpayers and residents for generations to come.”

The Proctors Theatre building, once a bustling center of entertainment and culture, will be preserved and repurposed to house city offices along with a brand-new assembly hall, historic lobby, and community spaces in a way that blends historic preservation with modern functionality.

Pending council approval, the City will proceed with the next stages of planning and design as well as more council action on a Land Development Agreement (LDA) and Approval of Lease - with the goal of officially relocating City Hall operations to Proctors on or before January 1st, 2027.

Residents are invited to learn more at an Open House at Proctors Theatre on Wednesday, August 13th at 6:00 PM, where city officials and developers will be on hand to give a tour of the building, share plans, answer questions, and showcase the vision for Troy’s next chapter.
