TROY, N.Y. – On the afternoon of June 29, Deputy Mayor Nolin, engineers contracted by the City of Troy, engineers contracted by Lexington Properties, along with other city officials and representatives of Lexington Properties met to discuss a path forward towards the remediation of deficiencies at the Harbour Point Gardens apartments. The engineers from WestShore Design Engineers, P.C. and LaBella Associates’ agreed on key findings discovered by the city last week regarding instability of certain brick facades and the safety implications. The property owner is working on a plan to address those issues.
“Until Harbour Point Gardens can develop a timeline, there is still uncertainty about how long families will have to live in temporary accommodations,” said Troy Mayor Wm. Patrick Madden. “While I understand the frustration they must feel, I am heartened by the fact that the parties were able to agree on a clear path forward. Remediation of safety issues and returning families to their homes is our priority, and I am hopeful the property owner can move quickly to develop a timeline.”

On June 22, 2023, exterior brick veneer deficiencies were observed by an engineer contracted by the City of Troy. 58 units at 16 addresses in the apartment complex were posted unfit for human habitation. 182 Delaware, LLC was instructed to remove the dangerous materials per the engineers' recommendations immediately (citing Troy City Ordinances 176-17 and/or 141-18.) Once dangerous materials are removed and Code Enforcement or a licensed and qualified engineer can verify there are no structural deficiencies, tenants can return to their apartments.
Mayor Madden and the City of Troy released the structural engineering report prepared for the city by an independent engineering firm, LaBella Associates, that resulted in Thursday’s mass evacuation. The report details concerns about the safety and habitability of apartment units at Harbour Point Gardens apartments. The Madden Administration believes everyone deserves safe housing—in fact, our laws demand the safety of rental units—which is why the City of Troy acted so quickly to evacuate neighbors when these unsafe conditions were confirmed.
